This action is for CS6 but you may be able to use this action with older Photoshop by using Pixel Bender http://www.adobe.com/devnet/pixelbender.html

Do you use Photoshop CC 2014? It seems that Adobe discontinued the oil paint filter for CC 2014 and there for this action set will not work directly with CC 2014. How ever there is a free plugin for Windows: http://www.modelmayhem.com/po.php?thread_id=926714 I’m unable to test it myself, so do explore at your own risk.
